Millerstown Borough Council
Meeting Minutes
September 8, 2025
Those in attendance: President Rob Shipp, Vice President
Kevin Hertzler, Council members Rich Fegley, Tim Ritzman
and Donna Showers. Secretary Karen Knellinger, Plant
Manager Jared Wagner and Operator Brycen Little. HRG
Engineer Isaac Underhill, Solicitor Bill Dissinger and Zoning
Officer Tim Reilly.
President Shipp called the meeting to order at 7:00 pm.
Public and Private Concerns

The minutes from the regular meeting were emailed and
reviewed. Councilmember Fegley made a motion to
approve the minutes as presented. Councilmember
Showers seconded the motion. Approval was unanimous.
The bills/receipts/expenditures were reviewed and
discussed. Vice President Hertzler made a motion to
approve the minutes as presented. Councilmember Fegley
seconded the motion. Approval was unanimous.
Street Committee Report
Jared advises the whirly on the salt spreader needs
repaired before the winter because the bushing on the
shaft is leaking hydraulic fluid; approved.
The paving will be done today and tomorrow. The post
office already had their rolled edge installed. There are
some holes he will need to put cold patch in.
Sewer Committee
The high wet well sensor that hangs in the tank is not
operable and needs to be replaced; this is the original
sensor from 2012.
Water Committee Report
The signal wire to the well float was broken underground.
Modern Pump came to repair it and found one more wire
had been buried for this use. Jared suggests

being proactive and dig a new signal line from the reservoir
to the chlorine building and putting the line in conduit
instead of direct buried. This will occur next year and can
be included in the budget.
Finance Committee Report
Budget work sessions will need to be scheduled in October.
Solid Waste Committee Report
The biennial Fall Cleanup will be 10/11 from 8-12pm for
residents only.
Solicitor’s Report
The Greenwood School District Superintendent Mary
Murphy-Kahn was in attendance to field any possible
questions Council may have. A resolution from the
Greenwood School District was received requesting the
Council to delegate them the power to hire, train and
supervise school crossing guards. The Borough Solicitor
has provided an Ordinance to review and approve to be
advertised and accepted at the next Borough Council
meeting on October 6th. Vice President Hertzler made a
motion for the Solicitor to advertise the ordinance.
Councilmember Fegley seconded the motion. Approval was
unanimous.
Two municipal liens have been updated on property in the
Borough. He does not have a report ready for the sidewalk
amendments, carry to next meeting.
Engineer’s Report
Isaac advises he has no new land development plans to
review.
A meeting with the staff has been scheduled for September
18th to review design plans for Market and Locust Streets.
The preliminary bid package should be ready for the fall.
He has received the additional testing data and the NPDES
permit renewal should be ready to submit by the
November 1st deadline.
The EPA has requested a demographic data collection and
maintenance policy to be adopted using the US Census
Bureau information and a log kept of all discrimination
complaints. Secretary Knellinger will ensure compliance
with the mandate. Vice President Kevin Hertzler made a
motion to approve the policy. Councilmember Showers
seconded the motion. Approval was unanimous.
Zoning Permit
Zoning Officer Reilly advises he issued no permits. A prior
deck compliance violation has been resolved with BIU
doing an inspection and passed.
One dumpster permit on East Sunbury Street was issued.
Mayor’s Report
Absent
Residents are asking for a Trick or Treat day determination.

New Business
The Perry County Hazard Mitigation Plan Resolution was
presented. President Shipp attended meetings and the
Borough will be included if an event occurs.
Councilmember Ritzman made a motion to approve
Resolution # R2025-03. Vice President Hertzler seconded
the motion. Approval was unanimous.
Councilmember Fegley asked if the cones on Hemlock
Street were impeding our right of way. Jared advises when
they plow; the cones will be in their way. The Solicitor
suggests removing anything on the Borough right of way
without question.
The Hill Yard Sale will be on 9/20, as well as the UMC
Bazaar. The Senior Center is selling fresh peach pie on 9/22
for pick on 9/24.
Vice President Hertzler made a motion to adjourn to
Executive Session for legal matters. Councilmember Fegley
seconded the motion. Approval was unanimous
